(Waterfront Development Project)

Description: For
more than a decade a variety of developers
proposed plans for the redevelopment of this
vacant five-acre mill complex with dramatic
views of Stonington Harbor. This award
winning project has had an enormous positive
impact by transforming an abandoned, waterfront,
Brownfield historic factory site into a
landmark, $40 million mixed-use community of
condominiums, single-family homes and commercial
space. In addition, the project has
provided public access along the waterfront for
the first time in 200 years. The oldest
structure within the complex was a foundry used
to produce cannonballs during the War of
1812. Later, the complex housed factories
to manufacture horseshoe nails, rifles for the
Civil War, textile machines, gun turrets,
submarine parts for World War II, and finally
molds for plastic bottle manufacturers. By
the time the facility closed in 1990, the
long-term factory use created mismatched
architectural styles and a collection of
environmental issues including petroleum and
heavy metal contaminated soils. The
buildings that were retained on site required
proper care and preservation of historic
character in keeping with the National Register
of Historic Places. The final obstacle was
in 2003 when a massive fire engulfed and
destroyed most of the complex just after project
crews had finished environmental remediation
work. The project's goal of successfully
transforming a Brownfield site and preserving
what remaines of the historically important
factory structures was achieved while facing
considerable obstacles.
Role: Triton
oversaw the environmental cleanup, performed
soil and groundwater monitoring, designed and
permitted the marina as well as 800 foot-long
publicly accessible waterfront walkway, and
consulted during the property's (including
Transfer Act Analysis).
