Remediation Project Examples
Harborview Development
Stamford, CT
Client: Champion
Energy Corp.
Description: Triton
managed all aspects of this Brownfields Pilot
Program project and coordinated the assessment,
demolition, remediation, and LEP Verification of
an approximately 15 acre bulk petroleum
terminal. Triton completed comprehensive
Phase II, Phase III, and remediation activities.
During 1997 and 1998 Triton identified
portions of the site requiring remediation to
meet State of Connecticut Residential Criteria
for soil and groundwater. Triton applied
for, and received approval from CTDEP for use of
an Alternate Direct Exposure Criteria for
petroleum hydrocarbons in soil at the
site. This alternate significantly reduced
the volume of soil requiring remediation at the
site resulting in an estimated cost savings of
approximately $1 million and eliminated the need
for an Environmental Land Use Restriction at the
site. A Remedial Action Plan was developed
which provided an outline for specific
demolition and remediation activities. Bid
specification were prepared for the cleaning of
all bulk storage tanks, product piping, loading
rack, and the excavation transportation and
disposal of petroleum impacted soil. A
total of 6,000 tons of petroleum and arsenic
impacted soils were completely excavated and
remediated. An air sparging vapor
extraction groundwater remediation system was
designed and installed to reduce benzene
concentration in groundwater within the
applicable regulatory limits. Triton
worked with the City of Stamford, DEP, and EPA
in preparation of applications and
correspondence to obtain the required permits,
which required coordination with the local
Health, Fire, and Building Departments.
Role: Environmental
site assessments (Phase I, Phase II, Phase III),
soil and groundwater investigation,
decommissioning and dismantling of petroleum
storage and distribution equipment, demolition
of structures, and remediation of site to
residential standards (mass excavation and
installation/operations of AS/SVE system),
community outreach and coordination with EPA
Brownfields Coordinator.
