Former U.S. Steel Facility

Terminals of Connecticut, Inc.
Description: Triton
conducted a risk based assessment including
investigation, design and remediation services
at the former US Steel Corporation site in New
Haven for Coastline Terminals, Inc. This
site was formerly owned by US Steel operating as
a 100-year-old steel fabrication manufacturing
facility. Triton completed Phase I and II
work at the 16 acre site including soil sampling
to evaluate site conditions and groundwater
monitoring to delineate the extent of petroleum
and metal contamination with respect to CTDEP
RSR criteria. This project included the
developed of alternate Surface Water Protection
Criteria for concentrations of lead and zinc
detected in groundwater at the site. The
development of the alternate SWPC proved that
site groundwater metal concentrations would not
adversly impact water quality in the adjacent
Quinnipiac River, thus eliminating the need for
groundwater remediation.
A comprehensive remedial action plan was
developed detailing an innovative approach to
addressing areas of contamination which exceeded
RSR criteria. An engineering control
consisting of clean fill sub-base materials and
asphalt pavement was proposed to prevent
exposure to underlying soils. Triton also
received DEP approval for a regulatory variance
for the fill material on site. This
approved variance significantly reduced the
quantity of soil requiring remediation,
resulting in significant cost savings.
Role: Environmental
site assessments (Phase I, Phase II, Phase III),
remediation planning, obtained variance from
CTDEP for Widespread Polluted Fill, applied for
use of engineered controls as part of remedial
strategy, consulting on property transfer
issues.
